The scheme for modernization of madarsas, by the introduction of modern subjects like Science, Mathematics, Social Sciences etc. and with linkages for certification through the National Institute for Open Schooling, is for madarsas who volunteer for the scheme. The literacy rate among Muslim community as per the census 2001 is 59.1% while the national literacy rate was 64.8%. Religion wise literacy data under the 2011 Census has not been released.
The enrolment of Muslim students at the elementary level was 13.52% in 2012-13 which increased to 13.73% in 2013-14 which is commensurate to the share of Muslim population. The average annual dropout rate amongst muslim children as per UDISE data 2013-14 is 5.6% at primary education level. The dropout rate of muslim children in Bihar in 2012-13 was 18.3%, however, the annual average dropout rate for 2013-14 could not be calculated due to data imperfection.
For education of students from the minority communities, the Government has a twofold approach in the matter in which priority is given to minority concentration districts in centrally sponsored schemes like Sarva Shiksha Abhiyan, Rashtriya Madyamik Shiksha Abhiyan, the Mid-Day Meal Scheme, Teacher Education Scheme, Adult Literacy, the Jawahar Navodaya Vidyalaya Scheme (JNV), setting up of Girls Hostels, Model Schools Scheme, establishment of the Model Degree Colleges, Women Hostels and Polytechnics, etc., in order to promote participation of minorities at all levels of education. Additionally, schemes for madarsa modernization, infrastructure development of minority schools, scholarships for minority students to pursue school and college education and open schooling initiatives, are specially targeted to benefit minority students and minority institutions. An amount of Rs.100.00 crore for modernization of madarsas has been additionally provided to the Department of School Education, Government of India, in the Budget Estimates 2014-15.
